More than 30 people have died in the Ukraine as a result of a mysterious new virus that has an affinty for the lungs, according to reports in Switzerland.

The Ukranian Health Ministry has said that the origin of the virus is unknown, but its affinity for the lungs and the way it attacks young people strongly suggests it is a virulent form of the H1N1"swine flu" virus.

WHO recently confirmed that the H1N1 virus showed no signs of mutating to become more virulent. The emergence of this virulent strain could, therefore, be linked with the activities of scientists, such as Professor Bruno Lina in France, who was actively searching for a virulence gene.

Almost 40,000 people have fallen sick with 951 people having to be hospitalised.

Mysteriöse Krankheit rafft 30 Menschen hin

Mehr als 30 Menschen sind im Westen der Ukraine an den Folgen einer mysteriösen Lungenentzündung gestorben. Der Ursprung der Krankheit ist laut Gesundheitsministerium noch unbekannt.

Besonders betroffen seien die Regionen von Ternopil und Lwiw, wo seit Beginn des Monats jeweils mindestens zwölf Menschen gestorben seien. Sechs Menschen seien in der Region Iwano-Frankiwsk gestorben.

In den drei Regionen seien 37 900 Menschen von Viruserkrankungen der Atemwege betroffen. 951 Menschen würden in Spitälern behandelt, unter ihnen seien 30 Erwachsene und 31 Kinder, die auf der Intensivstation lägen.

Fast 40 000 erkrankt

In allen Regionen wurden vorläufig die Kindergärten und Schulen geschlossen. Den Universitäten wurde empfohlen, den Unterricht auszusetzen.

Aus Sorge vor der Krankheit kauften Menschen vielerorts Vorräte an antiviralen Medikamente und trugen Schutzmasken. In der Stadt Lwiw bildeten sich vor den Apotheken, die noch über solche Medikamente verfügten, meterlange Schlangen, wie ein AFP-Reporter berichtete. In der Stadt Drogobytsch wurde auch die Schliessung aller Diskotheken angeordnet.

Swine flu fears on rise after numerous deaths

Health Ministry is trying to identify the deadly virus that has killed at least 30 people in western Ukraine so far.

An unknown virus is afflicting thousands in western Ukraine, according to health authorities who say at least 30 people have died this month alone from the mysterious ailment. The death toll is expected to grow higher soon.

As of Oct. 29, Ukraine’s Health Ministry had not yet determined whether the recent deaths are related to the global outbreak of the H1N1 "swine flu" virus, but they admitted to sending more than 1,200 doses of Tamiflu, the antiviral drug used to treat H1N1, to western Ukraine.

Thus far, there have been only two confirmed cases of swine flu in Ukraine, according to health officials, who have expressed confidence that the country is ready to combat the virus should an outbreak occur. But fears about the possible onset of a swine flu pandemic in Ukraine increased on Oct. 27 after media reported that a man from Zakarpattya Oblast had died of swine flu complications. The diagnosis has not been confirmed.

“Ukraine’s Health Ministry has convened an emergency team to identify the virus and identify measures to prevent it from spreading,” Health Minister Vasyl Knyazevych said on Oct. 29 during a cabinet meeting.

“Specialists on the team are working around the clock and we are confident that we will be able to identify the cause [of the deaths] on Monday or Tuesday next week and announce preventative measures,” Knyazevych said.

“Some 10 people have perished in Ternopil Oblast, and several in the Lviv and Ivano-Frankivsk oblasts,” Deputy Health Minister Oleksandr Bilovol said a day earlier during a press conference in Kyiv. He added that all victims were less than 45 years of age.

“The individuals died of viral pneumonia, the cause of which we have not yet determined,” said Bilovol, adding that health officials are awaiting the results of laboratory tests. “According to our data, the number of deaths due to viral pneumonia is a little higher than last year.”

More than 6,000 people in Ukraine died of pneumonia in 2008, according to Health Ministry statistics, with 400 fatalities registered in the Ternopil, Lviv and Ivano-Frankivsk oblasts.

Bilovol said during the press conference that 34 individuals of the 160 patients currently afflicted are in critical condition. He said that most of the people who died waited too long — one week — before seeking medical assistance.

Health officials say they will need several days to determine whether the cases are, indeed, swine flu. In neighboring Russia, meanwhile, the H1N1 virus is definitely making the rounds. Since June, about 1,300 cases of H1N1 have been registered in Russia by health officials, who have urged people not to panic.

“Two women are believed to have died of the influenza A/H1N1 virus,” a spokesman for eastern Siberia’s Chita region said on Oct. 27, adding that official confirmation of the causes of death would only be available in 21 days.

As of Oct. 29, the number of patients in the region diagnosed with swine flu grew to 251, according to Natalya Zhdanova, deputy governor of Chita region. She said seven patients were in critical conditions.

Ukraine has set up a laboratory that can test for the H1N1 virus and more test kits are planned to be purchased. Ukraine’s strategy has been to contain the H1N1 virus and impede its spread among the population by surveillance in airports and train stations.

The H1N1 virus is not usually deadly, but spreads more quickly than usual flu because it’s a new virus against which people have not yet built immunity.

According to the World Health Organization, 2 percent of patients sick with H1N1 come to hospitals with complications. People with lung and heart conditions, diabetes, obesity, pregnant women, elderly and very young children are in the high-risk groups.

U.S. President Barack Obama on Oct. 25 declared a national emergency as the estimated number of swine flu cases topped one million. During a visit to Ukraine weeks ago, U.S. health officials urged their Ukrainian counterparts to boost preparations for combating a possible H1N1 epidemic, warning that it’s only a matter of time before the country would be hit. Experts have also expressed concern about the ability of Ukraine’s dilapidated and under-financed health system to contain a serious outbreak.

Ukraine on Friday closed schools, banned all public events and imposed restrictions on people's movements around the country for a three-week period after confirming its first death from H1N1 swine flu.

"All educational institutions without exception ... will be switched on to a three-week holiday period," Prime Minister Yulia Tymoshenko announced. She indicated this period could be extended if it was deemed necessary.

"Apart from this, we will take the decision to cancel all mass meetings ... for three weeks," she said at an emergency government session.

"We will introduce a special system to stop unnecessary travel by people from one region to another," she added.

Earlier, the health ministry confirmed that one of 30 deaths in western Ukraine since mid-October which had been attributed to flu and pneumonia had been caused by the H1N1 strain, commonly known as swine flu.

"So far, not all the dead were tested (for H1N1)," a health ministry spokeswoman said. "However, tests on one dead (person) proved positive."

"We are considering (imposing) a quarantine not only in the west, but also across the country because the virus is spreading very fast," Health Minister Vasyl Knyazevych told a news conference, without giving details.

Today, the MSM are not talking about this case any more. Yesterday, they wanted us to believe that Joseph Moshe was a nutcase and a terrorist, arrested for threatening to bomb the White House. Interesting detail about his arrest (the “Westwood standoff”) was that he seemed to be immune to the 5 cans of tear gas and 5 gallons of law-enforcement grade pepper spray they pumped into his face. He very calmly remained in his car, as the video footage of his arrest shows.


Professor Moshe had called into a live radio show by Dr. A. True Ott, broadcast on Republic Broadcasting claiming to be a microbiologist who wanted to supply evidence to a States Attorney regarding tainted H1N1 Swine flu vaccines being produced by Baxter BioPharma Solutions. He said that Baxter’s Ukrainian lab was in fact producing a bioweapon disguised as a vaccine. He claimed that the vaccine contained an adjuvant (additive) designed to weaken the immune system, and replicated RNA from the virus responsible for the 1918 pandemic Spanish flu, causing global sickness and mass death.

Sources tell us that Bar-Joseph Moshe made no threat against the President or the White House. He did not mention any bomb or attack. He then proceeded to inform the White House he intended to go public with this information. When he noticed men in suits in front of his house and feared that the FBI was about to detain him, he packed some belongings into his car and, him being a dual Israeli citizen, tried to reach the Israeli consulate located in close proximity to the federal building where the standoff took place. The FBI and the bomb squad prevented him from reaching it. Who is this man? His profile on biomedexperts.com says he is a plant disease expert with many publications on his name involving the genetic manipulation of virii. Joseph Moshe was soon after his arrest sent or let go to Israel. Nothing has been heard from him since. The Secret Service was not the agency involved in the surveillance of Moshe at his home in California. This was done by the FBI, who had orders to detain or arrest him. Mounted on top of a large black vehicle used in his arrest was a microwave weapon that possibly damaged the electronics in Moshe’s car as well as any communication devices he had which might have been used to contact the media or others who could help him.

Moshe did not suffer the same effects of the gas and pepper spray that others would have because he had built up an immunity to such weapons as a by-product of his Mossad training. Moshe was not handcuffed because he was not placed under arrest.

Does this sound like an insane conspiracy theory? Sure it does. Due to the scarcity and anonimity of the sources we would dismiss it as exactly that, if it weren’t for some uncomfortable facts: Baxter Pharmaceutical has been caught, red-handed, in spreading a live, genetically engineered H5N1 Bird flu vaccine as a lethal biological weapon all over the world, destined to be used for human vaccinations. This happened just a few months ago. And only luck prevented a global catastrophe of epic proportions.

Baxter International Inc. had mixed live, genetically engineered avian flue viruses in vaccine material shipped to 18 countries. Only by sheer luck, a Czech laboratory decided to test the vaccine on a dozen ferrets, which all died in days. The World Health Organization was notified and catastrophe was averted. This was clearly a deliberate act on Baxter’s part, because they adhere to BS3, bio-safety level three. Baxter admitted a “mistake”. Such monumental screwups are totally impossible at that level. Many safety systems would have needed to be sabotaged, many key personell would have needed to be bribed. It simply can’t be done without direction from the inside. They did not send out the wrong vial – they produced dozens of gallons of biological-weapon agent (genetically engineered live H5N1 / Bird flu virus), then sent it out as a “vaccine”.

Baxter knew full well that their vaccine was lethal, because the year before they had tested it on a few hundred homeless Polish people – dozens died as a result.

Where’s the meat? Well – Baxter is now being sued for the deliberate, repeated contamination of vaccines with biological weapons designed – by them – to mass-murder people. It gives an “alternative ten commandments”, of which the first is the extermination of six and a half billion people from the face of the Earth. Half a billion will remain. Slaves are needed to produce that luxury, but 500 million will do just fine. But how does one go about killing off most of the world?

“Vaccinating” the planet with a bioweapon with near-100% mortality would do the trick. Baxter would provide both the bioweapon as well as the vaccine against it to “civilized” Western peoples. Result: We can plunder Africa, we have no more competition from SE Asia, the oil is for our taking and only Western and perhaps Chinese sheeple remain.

What is plague?

Plague is an uncommon infectious disease of animals and humans caused by Yersinia pestis (Y. pestis) bacteria. Y. pestis is present in wild rodents and their fleas in many areas around the world, including most of the western United States.
Types of plague

Plague can be transmitted and cause illness in one or more of these forms:

When the Y. pestis bacteria enters the body through the bite of an infected flea or through a cut or break in the skin, the resulting disease is called bubonic plague. “Buboes” are swollen painful lymph nodes. Bubonic plague is the most common form of the disease and untreated it may progress to septicemic plague (see below).
When Y. pestis bacteria accumulate in the bloodstream, septic shock occurs and the resulting disease is called septicemic plague.
When Y. pestis bacteria are inhaled, they lodge in the lungs and the resulting disease is called pneumonic plague. Pneumonic plague is of particular concern because it can be spread from person to person.
How is pneumonic plague spread? What are the symptoms?

Pneumonic plague occurs when the Y. pestis bacterium is inhaled. The disease may be spread through face-to-face contact when an infected person coughs or sneezes. Because it enters the body by being inhaled, pneumonic plague could be spread intentionally if the bacteria were put into aerosol form.

The symptoms of pneumonic plague begin one to four days after exposure to the bacteria. The symptoms include fever, headache, weakness and a bloody or watery cough due to infection of the lungs (pneumonia). The pneumonia rapidly becomes worse and — without early treatment — it can be fatal.

Preventive measures

If you have symptoms, consult a healthcare provider as soon as possible. If you believe you have been intentionally exposed to pneumonic plague, you should contact law enforcement officials immediately.

There is no vaccine against pneumonic plague. Antibiotics are used to prevent illness in those who have been exposed to pneumonic plague.

Treatment for pneumonic plague

Early treatment with appropriate antibiotics is essential because untreated plague — especially the pneumonic form — is almost always fatal. You should use antibiotics to prevent or treat plague only under the direction of your healthcare provider or local health department.

This sounds just like the boy who died in Greendale, Indiana back in June or July. Felt bad with fever for two days and then started coughing up blood. By the time he got to the hospital his kidneys were shutting down. Reported on local news when he was admitted to hospital "boy ill with new mysterious respiratory illness". Died two days later. They claim it was the H1N1. Doctors did not think it was H1N1 when he showed up at the hospital with those symptoms.

Flu epidemic in the Ternopil Region, which appeared a week ago, mowed down nearly 10,000 of residents. Moreover - unknown virus has already killed seven people. Two residents of the regional center and five villagers (among them was a woman who recently gave birth to a child) died from pneumonia caused by catarrhal infection. Another four people have been in the grace condition in hospitals of Ternopil.

As the head of public health city department Vasyl Blykhar reported, all victims of infection were young people who previously had no problems with health. Supposedly they sought help too late, on the sixth or seven day. Quarantine is declared in the region, schools are closed. They say infection is coming to the neighboring areas of Western Ukraine. In the Lviv Region a few districts are preparing for quarantine, particularly, Drohobych and Boryslav districts.

As a resident of Ternopil Olexandra Melys toldh, a lot of people wearing flu masks have appeared in the city. He said that in the Ternopil region since October 13 95 people have been hospitalized with such diagnosis, 25 of them are in the grave condition, and 10 patients died. In the Ivano-Frankivsk Region since the same time 25 people with the same diagnosis have been hospitalized, 7 of them - in a grave condition, 6 people died. Ukraine - 53 deaths confirmed

As of November 1, there have been 53 people dead from a flu or flu-related epidemic in the Ukraine.

A closed meeting has been held in Ivano-Frankivsk, at which participants agreed that epidemic of the so-called “pneumonic plague” is being spread throughout Ukraine. But the problem is its form is unknown, it is ATYPICAL nobody knows how to treat it.

PNEUMONIC PLAGUE has an acute course than other forms, over and is accompanied by a very high mortality rate. The incubation period of primary pneumonic plague rarely exceeds more than 1-4 days. It begins, as a rule, suddenly – with shivering, fever, headache, myalgia, weakness, nausea. The symptoms of pneumonia – cough with phlegm, chest pain, shortness of breath – usually appear on the second day of the disease. Blood spitting, growing respiratory disorders, heart failure, respiratory failure, shock are being observed. In primary pneumonic plague phlegm usually is watery or mucinous, foamy, with blood or visibly bloody.

A secondary pneumonic plague occurs as interstitial pneumonia. Phlegm is scanty and more dense and viscous than in primary pulmonary plague. It is believed that in this regard, patients are less contagious.

As a reminder, yesterday, on October 28 flu epidemic in the Ternopil Region, which had appeared a week ago, mowed down nearly 10,000 of residents. Authorities in Kiev, Ukraine, deny spraying of “aerosolized medication” by aircraft over city.

The office of Emergency Response in the district of Desniansko, Kiev, are tonight (30th Oct.) strongly refuting reports that light aircraft were spraying a substance over the city intended to counter a “swine flu pandemic” in Ukraine.

It was reported that light aircraft were seen over the Forest market area of the city (close to the Forest metro station) and they were spraying an aerosol substance intended to “counter swine flu”, this of course would constitute forced medication of the population.

The editors of local newspapers in Kiev received dozens of phone calls from concerned residents and shop owners in the Forest market area of the city reporting they had observed several light airplanes circling in the sky during the day spraying an unidentified aerosol into the atmosphere.

Retailers and local business people reported they were advised to “stay indoors” during the day by local authorities.

Local newspapers contacted government administrators in Kiev and were told that “no permission had been granted today (30th Oct.) for small aviation aircraft to fly within the city limits”. Also local FM radio stations in Kiev were regularly refuting the reports during broadcasts today, apparently under duress from local authorities.

Reports of helicopters and light airplanes spraying aerosols over Kiev, Lviv, Ternopil, and other cities throughout Ukraine are tonight flooding online forums and websites, hundreds of people have verified the reports with their own eye-witness accounts.

On 30th October President Viktor Yushchenko ordered the Ministry of Defense to establish mobile military hospitals throughout Ukraine, to assist and provide “essential medications” to people with swine-flu. Yushchenko has also ordered medical personnel from the reserve defense forces to report for duty.

An order from President Yushchenko is expected soon that will effectively place Ukraine under “martial law”.
“Due to the complex epidemiological situation in the western regions of Ukraine, where tens of thousands of people have become ill, thousands are in hospital, and dozens have died.”

Nine regions of Ukraine have declared a quarantine around the country and public events have been banned (including the elections).The Clergy have been ordered not to hold any Church or religious services on Sundays or to gather a congregation for any reason whatsoever. Police are also enforcing the compulsory wearing of protective face masks, any driver caught not wearing a mask faces harsh legal penalties.

Earlier, health authorities in western Ukraine reported a “severe outbreak of UNIDENTIFIED Influenza, suspected by doctors to be a form of viral pneumonia”. The disease has already claimed a number of lives in the region. In Lviv, schools have been closed and authorities are conducting emergency meetings to determine how to deal with the outbreak.

Critics in the Ukraine of vaccines are to be prosecuted by the government under criminal laws, according to a report from Interfax Ukrainia Agency.

The report says the Ukrainian Health Minister Wasilij Kniazevicz has asked the country's top prosecutor to open criminal proceeedings against those people who are opposed to the implementation of the mass flu vaccination campaign also with the toxic and untested swine flu jab, sparking fears that the authorities are about to carry out wave of arrests.

The government's Chief Medical Officer Aleksander Bilovol said that the government is planning to implement a mass vaccination campaign with pregnant women an especial target.

In addition, the Health Ministry is considering extending quarantine areas in the Ukraine, which could lead to the isolation of large regions and the virtual imprisonment of populations.

It has been reported that a key Ukrainian civilian public health body has been dissolved and integrated into the army, raising fears of forced mass vaccinations by the military.

Key functions in the Ukrainian government appear to have been taken over by officials from WHO and the UN under the pretext of fighting a pandemic emergency.

The Ukrainian Security Service, the SBU, -- the Ukrainian government's secret police -- has arrested a 30-year-old man who reported on the unfolding pandemic in the country, specifically on 170 people being hospitalised, trains travelling through Tarnopol without stopping, planes carrying out disinfection missions at night time and the death of students at Tarnopol and Lviv.

The case has gone to court. If found guilty, the blogger can be sentenced to one month of forced labor, have a 20% salary deduction or be fined 15 times the minimum income.

The blogger was arrested for spreading "rumours and fearmongering" under special emergency laws the Ukrainian government is implementing under the pretext of fighting a pandemic.

According to Ukraine's presidential decree and a decision by the Ukrainian National Security and Defence Board of 30 October 2009, the Ukrainian Security Service is to "provide national security during an outbreak of a flu pandemic in Ukraine in case of urgent actions.”

The Ukrainian President Victor Yushchenko has issued a statement strongly suggesting that the government is preparing to carry out mass forced vaccinations with the untested swine flu jab.

In a statement posted on the government website, Yushchenko announced a crack down on political protests and orders for the arrest of public health officials who have opposed mass "swine flu“ vaccinations and quarantines.

"I instruct the Government and the Ministry of Health to immediately start preventive and promotional work in areas where there is no epidemic, targeting primarily the special risk groups,“ he said.

"This means that medical aid must be urgently reinforced by emergency, critical care treatment. It is generally known that the only way to prevent any infection is vaccination,“ he said.

Yushchenko said he had ordered key medical officials who allowed political protests against the government to continue in the city of Kiev to be arrested under the pretext that they were jeopardising public health.

"I have addressed the Prosecutor General of Ukraine with the request to institute criminal charges of negligence committed by first of all the Chief Sanitary Inspector, Kyiv City Sanitarian and the officials, who, despite having daily information on the epidemic situation in the country, neglected it in pursuit of political dividends and ambition,“ he said.

Furthermore, he strongly suggested that democracy in the Ukraine was about to be uprooted and replaced by military rule under a special "interdepartmental commission“ that follows orders from WHO and the UN.

"We must change the system. We must change the entire system of government in Ukraine,“ Yushchenko said.

"Back in April of 2009 I addressed the Government with the request to establish a special interdepartmental commission on fighting the spread of flu viruses, to finance the establishment of Flu Center and to take all measures to protect the country against flu. That included providing adequate availability of medicines, facemasks and all other necessaries. "

This "interdepartmental commission“ to tackle pandemic flus appears to be subordinated to WHO and the UN under provisions in the International Health Regulations 2005.

In addition, he said he had issued a ban on all medicines to treat infections and will allow the use only of toxic and untested swine flu jabs mandated by WHO: the "vaccines“ are classified as bioweapons by EU and US authorities.

"I demand the Government to immediately cancel the existing order of registration of medical supplies, including vaccines.

Studying this issue by the National Security and Defense Council shown that this procedure has allowed various dealers to bring to Ukraine dubious medicines, which are not recognized by the WHO or other national institutions,“ he said.

In addtion, he said that anyone who did not follow the government’s orders on the pandemic would be arrested.

Yushchenko amended the national pandemic plan on October 30th to increase the power of the secret services and police in the event of a pandemic emergency.

In his statement, Yuschenko maintains that the "swine flu“ virus may have mutated into something more virulent. Indeed, a WHO affiliated scientist, Professor Bruno Lina, has been actively looking for a gene to make the H1N1 virus more lethal in a laboratory in Lyon.

The implementation of the emergency comes amid allegations that the government, WHO and the pharmaceutical company, Baxter, were involved in the deliberate release of a pneumonic plague pathogen in order to create chaos and confusion and justify a coup d’etat.

Dear fellow citizens!

I address you in performance of my constitutional duty under the Article 106 of the Basic Law of the state.

The reason is the emergency epidemic situation in the country.

Infections of viral origin, including the A/H1N1 flu, are rapidly spreading across Ukraine.

The emergency is evident in the scale of the epidemic: the speed and the geography of its spreading, rapid progress of the illness and the exceptional number of deaths.

People are dying. The epidemic is killing doctors. This is absolutely unprecedented and inconceivable in the XXI century.

All the limits have been exceeded - even those under the Constitution that determine my actions as the President.

Therefore I am motivated by the most important: the security of your life and your health.

Therefore I give clear and frank assessment of the situation. And you should know that.

We have special risk factors that aggravate the epidemic in Ukraine.

The conclusions of the National Security and Defense Council of Ukraine, my numerous consultations with national and international experts show that.

First. Unlike similar epidemics in other countries, three pathogens of viral infections came to Ukraine at the same time: two of them are seasonal flu and the third is the A/H1N1.

According to virologists, such a combination of infections due to mutation may produce a new, even more aggressive virus.

That's why I have addressed the United Nations with the request to conduct a virologic examination in Ukraine and to establish the appropriate laboratory in order to take timely preventive measures.

Second. The A/H1N1 virus is easily mutating. It has travelled across half of the globe before coming to Ukraine.

This means that the virus has become particularly pathogenic.

This means that medical aid must be urgently reinforced by emergency, critical care treatment.

The third risk factor. It is generally known that the only way to prevent any infection is vaccination.

Due to unprofessional and highly disorganized vaccination against measles and rubella in Ukraine the practice of vaccination is compromised in essence.

According to the estimates of the Minister of Health approximately 58% of citizens are vaccinated today in Ukraine with the effective level being 90% and higher.

People have stopped getting vaccinated against extremely dangerous infections: tuberculosis, diphtheria, etc.

This led to high risk of A/H1N1 infection spread, when the virus came to Ukraine and made impossible preventive vaccination against both strains of seasonal flu.

All this made general epidemic situation in Ukraine even more complicated.

As the President I ask you, dear fellow citizens, to reconsider your attitude to vaccination and do it if necessary, but only, I emphasize it - only after consultation with the doctor.

At the same time I instruct the Government and the Ministry of Health to immediately start preventive and promotional work in areas where there is no epidemic, targeting primarily the special risk groups.

I demand the Government to immediately cancel the existing order of registration of medical supplies, including vaccines.

Studying this issue by the National Security and Defense Council shown that this procedure has allowed various dealers to bring to Ukraine dubious medicines, which are not recognized by the WHO or other national institutions.

Under my direction the Security Service is investigating the issue.

The fourth factor. In reality it is the Reactor 4.

I mean the epidemic, rapid spread of viral infections in the west of the country. The Government, the leadership of the Parliament and the opposition were all aware of that already in early October.

The first and the most effective preventive measure is avoiding large gatherings of people.

Ignoring this principle, hundreds of thousands of people from different regions were brought to Kyiv; from both the areas struck by the epidemic, and those where there was no evidence of this epidemic.

This greatly increased the risk of infection.

I emphasize: it was a well-known thing. And it was ignored by the Chairman of the Parliament, by the opposition leader and, first of all, by the Prime Minister. And Chief Sanitary Inspector, together with his subordinates in the regions, including those in the city of Kiev ignored their professional duty.

This directly reminds of the May Day demonstration in Kiev, held shortly after the accident at Chernobyl NPP.

This is a display of criminal irresponsibility of politicians and complete indifference towards the people.

Let me cite one example. On October 20 the epidemic of flu was declared in Ternopil with schools and kindergartens closed for quarantine. "From October 21 secondary and primary schools are closed due to the growing rate of flu and ARD sickness”. This was the order of local authorities.

As of October 20 the rate of ARD in Ternopil was 172.9 cases per 10 thousand people with epidemiological threshold for the city being 160 patients per 10 thousand people. In other words - all services of the country responsible for monitoring the figure were informed and knew about the situation.

However, not a single Sanitary Inspector has banned either the movement of people, nor their gathering, including those in Kiev on October 24, when people have gathered at the central square.

I would like to remind you, my dear, that on October 24, 2009 10 deaths were known to have occurred in Ternopil region itself and 6 deaths were reported in Lviv region. And in 7 days after the abovementioned gathering Kyiv turned out in the situation, when the rate of sickness demanded the announcement of flu epidemic. This is the behavior of the great politicians. The neglect of elementary means of prevention of a disease in any country in the world, by any society. Because they must conduct a show, they have concerts, because they were paid for and 130 million have already been spent.

In that, dear Ukrainians, I see not only moral but also criminal liability.

I have addressed the Prosecutor General of Ukraine with the request to institute criminal charges of negligence committed by first of all the Chief Sanitary Inspector, Kyiv City Sanitarian and the officials, who, despite having daily information on the epidemic situation in the country, neglected it in pursuit of political dividends and ambition.

Now, the only principle of organizing preventive measures at the national scale should be as follows:

We treat the West and defend East, Center, North and South of Ukraine amain.

I now rely solely on the professionalism of our doctors. Today they are the true heroes of our nation.

I once again demand the Government to comply with the order the National Security and Defense Council to resolve the issue of wages for our doctors in this difficult period for the country.

The fifth factor.

Dear fellow citizens, the key threat that is aggravating the situation is chaos in the system of healthcare and protection of lives of people.

Today we must recognize that Ukraine does not have a single healthcare system. Prevention of any infection, including through vaccination, the localization and overcoming the consequences of epidemics is the responsibility of the State Sanitary-Epidemiological Service of Ukraine.

The Service is headed by the Chief Sanitary Inspector. He is appointed by the Prime Minister.

The current Constitution after alterations in 2004 makes the Government solely responsible for conducting state healthcare policy.

The practice of using the power, as evident today, is a failure.

To the executive power, which is not subordinate to the President, I have suggested the holistic healthcare reforms plan and a set of instructions and recommendations that would help create the optimal model of the system for years to come. My remarks were presented as the groundless interference in Government’s work and as the unfounded criticism.

Back in April of 2009 I addressed the Government with the request to establish a special interdepartmental commission on fighting the spread of flu viruses, to finance the establishment of Flu Center and to take all measures to protect the country against flu. That included providing adequate availability of medicines, facemasks and all other necessaries.

Partial implementation of the instructions has its consequences.

They were not ignoring me – they were ignoring the people, the citizens. It is clear why. Because Ukraine still has unfair system of healthcare - one is for the power, the other is for the people.

We must change the system. We must change the entire system of government in Ukraine.

But now, in this moment there is no time for waiting or remonstrance.

National Security and Defense Council should become the center of decision-making.

Failure to comply with its orders will immediately result in application to the law enforcement authorities.

I remind all the responsible persons and draw attention to all of my orders, made in Lviv four days ago. In three days the deadline for compliance with these orders expires.

With my decree I put Minister of Health and Chief Sanitary Inspector of Ukraine into the Council for National Security and Defense.

I am conscious of my responsibility.

I express deep condolences to the families and relatives of those who have died.

I express my deep appreciation to doctors, who are saving our people risking their own lives. I am moved by this sacrifice. Such a commitment means that the epidemic will be stopped.

I appeal to all of you, dear fellow citizens, to show solidarity, mutual support, and strictly adhere to all the safety regulations regarding protection of your health and lives.

For not a single moment you will be left alone by the state.

Polish Health Minister cut off after accusing
WHO of spreading disinformation in Ukraine

TV transmission of a live parliamentary debate in Poland was cut off for fifteen minutes today after the Polish Health Minister Ewa Kopacz said that WHO was spreading disinformation in the Ukraine concerning the „swine flu“ pandemic.

Kopacz has come under fierce criticism from some quarters after she said she will resist pressure to press ahead with the mass vaccination of the population with untested swine flu jabs that could cause damage and death to more people than the swine flu.

The unexpected interruption of the TV and website transmission of the debate in parliament will fuel fears that portions of the Polish media and government allied to big pharma and banks are censoring critics of WHO and of the toxic and untested swine flu jabs.

The Polish Health Minister was cut off in the middle of answering questions on the „swine flu“ jab and footage of French President Nicholas Sarkozy was shown, it is reported.

The government overreacted to an outbreak of the swine flu in Ukraine to give competitive advantage to Prime Minister Yulia Tymoshenko at the next presidential election, a Tymoshenko rival charged Monday.

The panic triggered by the government’s decision to declare the outbreak a major threat, has served to overshadow recent scandals involving Tymoshenko loyalists, Arseniy Yatseniuk, the No. 3 most popular presidential candidate, said.

“This is in fact part of the political campaign,” Yatseniuk said in an interview with ICTV. “The main thing is to get the presidential office. All efforts and resources have been thrown for this.”

At least 71 people, in western regions of Ukraine, were killed by the swine flu over the past three weeks, but the death toll figure has been apparently hovering around levels usually caused by seasonal flu.

Oleksandr Bilovol, a deputy healthcare minister, said Monday the outbreak has been essentially contained in 11 out of 25 Ukrainian regions, with the number of people only 15% exceeding figures reported in previous years.

“Figures in other the regions are in line with 2007 and 2008,” Bilovol said.

The Tymoshenko government on Friday declared the outbreak as the threat of the third level – the highest possible – to unlock spending of up to 3 billion hryvnias to combat the swine flu.

Other measures included shutting down schools and public gatherings for three weeks across Ukraine, with the government also considering introducing restrictions on movement of people between the regions.

The measures, some of the sternest in the world, come in sharp contrast with other Eastern European countries that face similar challenges, analysts said.

Margaret Chan, the director general of the World Health Organization, which tracks the swine flu internationally, sees the pandemic as “moderate” in severity with the overwhelming majority of patients experiencing only mild symptoms and a full recovery, often in the absence of any medical treatment.

Yatseniuk said the ban on public gatherings spreads fear and panic helping Tymoshenko to promote herself on television, while hindering other presidential candidates to campaign.

Yatseniuk is Tymoshenko’s biggest rival as both compete for votes in western regions of Ukraine. He is perhaps the only candidate that may challenge Tymoshenko in the first round of vote on January 17, 2010 to enter the runoff with opposition leader Viktor Yanukovych.

Yatseniuk’s rating has been showing negative growth over the past several months, suggesting that Tymoshenko has been winning over voters in the western regions.

“Why did the outbreak take place in four western regions? Because there are four battleground regions for the electorate,” Yatseniuk said.

He said the panic spread by the government helps to put aside issues that are politically damaging to Tymoshenko, including the pedophile and the murder scandals involving Tymoshenko lawmakers, and Ukraine’s dismal economic performance caused by mismanagement.

“Now, look what happened,” Yatseniuk said. “Does anybody talk about the pedophile scandal? No. Maybe somebody talks about Lozynskiy [a Tymoshenko lawmaker accused of shooting a person to death]? No. Maybe somebody talks about wages? No. Maybe somebody talks about four million unemployed? No. Maybe somebody talks about unpaid natural gas bills? No.”

“People that are in fear, that are poor, are easier to be manipulated,” Yatseniuk said. “This is what the state apparatus is aimed at – manipulating the people.”

Ukraine’s Health Ministry on Nov. 5 said the death toll of patients with flu-related and acute respiratory illnesses (ARI) had jumped to 95.

Deputy Health Minister Zinoviy Mytnik said told journalists during a press briefing that a total of 633, 877 cases of flu-related and ARI have been registered from Oct. 29 through Nov. 5.

Mytnik said 15 of 31 patient samples sent to London for laboratory analysis tested positive for the H1N1, or swine flu, virus.

Meanwhile, over 600 doctors Kyiv have fallen sick with the flue and acute respiratory illnesses, according to Kyiv deputy Mayor Iryna Kilchitskaya, who on Nov. 5 told a daily Kyiv newspaper that 200 of the afflicted are doctors.

In a related story, Ihor Pokanevych, head of the WHO office in Kyiv, told Deutsche Welle on Nov. 5 that in Ukraine, as in the rest of the world, there will be three waves of the swine flu virus: the first – which Ukraine is experiencing now, the second – in the spring, and the third – during the autumn of 2010.

Pokanevych noted that the current pandemic is complicated to sort out because it involves three strains of flu virus: two seasonal strains [of the Brisbane] flu and the swine flu, which as a result could lead the virus to mutate into a still more virulent, new virus.

After World War II, both the United States and the Soviet Union developed means of weaponising pneumonic plague. Experiments included various delivery methods, vacuum drying, sizing the bacterium, developing strains resistant to antibiotics, combining the bacterium with other diseases (such as diphtheria), and genetic engineering. Scientists who worked in USSR bio-weapons programs have stated that the Soviet effort was formidable and that large stocks of weaponised plague bacteria were produced. Information on many of the Soviet projects is largely unavailable. Aerosolized pneumonic plague remains the most significant threat. The plague can be easily treated with antibiotics, thus a widespread epidemic is highly unlikely in developed countries.

Powdered Plague Vaccine?

Abstract : Single aerosol immunization of people with powder plague vaccine was accompanied by a weak general reaction. Double aerosol vaccination of people, carried out with a short interval between innoculations (5 days), was characterized by a somewhat higher reaction compared with the single vaccination. The reaction was significantly less pronounced than with a subcutaneous vaccination. The epictutaneous method of immunization, with respect to number and intensity of general reactions, corresponded to the single aerosol, but with respect to local reactogenicity it significantly exceeded the aerosol. The most pronounced sero-allergic shifts were noted in those persons who were innoculated twice; in addition the immunological effectiveness of the aerosol method of vaccination corresponded to the immunological effectiveness of the subcutaneous method. The immunological effectiveness of the single and double epicutaneous immunization is lower than the aerosol and subcutaneous. A further and more in-depth comparative study should be made of the ractogenicity and immunological effectiveness of the aerosol, subcutaneous and epicutaneous methods of immunization against plague.
